Add a Directory Enrollment Resource that supports management of a person/device/system Resource being added, updated, deleted from a Directory. Should be a Request/Response set that enables requests to add/update/delete relevant entity Resources to a Master File or Directory.

This capability may already exist, but if not, let's address it as a gap.
