CommunicationRequest resource design supports requester sending requests to one or mutiple information sources for information to be supplied to one or multiple information recipients.

This capability has potential to open up/generate sensitive privacy and confidentiality issues. For example, some patients choose to have multiple healthcare providers (e.g. multiple general practitioners, multiple optomistrists, multiple dietitians) to compartmentalise information within specific providers. Sending an information broadcast to multiple providers (information sources) to one or more information recipient without patient consent will create privacy and confidentiality problems of varying magnitude.

Suggest that CommunicationRequest resources should reference Consent resource to ensure that there is patient consent supporting the communication request, especially when multiple information sources and recipients are involved.
