      Description

section 6.1.1.4.1 "Jurisdiction Specific Security Labels" has only deprecated values. We should not be pointing at something that is not recommended for use.

      http://build.fhir.org/security-labels.html#jurisdictions

      Recommend this section be removed.

Or it seems these have been moved into the v3 act codes as "_ActPrivacyLaw". Should the valueset in FHIR be updated? Is there already a valueset. Recommend this use the non "US" abstract group so that when non-US values are added this valueset picks them up.
