      2. Can these extension apply to any reference, rather than just Provenance.target? Yes, these should apply on any instance of the Reference datatypes.

    Description

      Add two extensions http://hl7.org/fhir/StructureDefinition/targetElement and http://hl7.org/fhir/StructureDefinition/targetPath that specify the element that come from the Provenance in the target resource.

      Both extensions apply to the `target` element, the first one has a valueUri with the id of the target element, the second has a valueString containing a simplified FHIRPath specifying how to get to the element.
