      It doesn't seem like adding a BackboneElement structure to Practitioner.photo to handle purpose of use, effective periods, ranking/preferences is something that makes sense in the base resource.  We recommend using extensions to define use-case specific photos.

    Description

      Practitioner supports multiple photo attachments, but there is no way to identify which attachment, for example, is the id photo for a particular institution. Adding a photo element to practitioner role, which ties a practitioner to an institution would allow identifying which is their badge photo.

      Alternatively, consider adding a code to Practitioner photo (and Person and Patient) to distinguish uses.
