Location "hoursOfOperation" to "availableTime"

      The physical opening hours of the location are different to the available times of the services (and roles) and thus we believe should remain with the current names to highlight that they are slightly different.

      However the addition of the notAvailable backbone element (duration and description) will be added to the Location resource as described to ensure that things like public holidays, or planned maintenance can be blocked out more easily.

    Description

      To communicate when in operation, the Location resource uses Location.hoursOfOpertion. Within it is openingTime and closingTime.

      However, HealthcareService and PractitionerRole use a similar element called "availableTime". Within it is availableStartTime, availableEndTime.

      These elements are all communicating the same thing, but have different element names. Consider syncronizing them to use the same name.

      Also note that Location is missing the "notAvailable" element found in HealthcareService & PractitionerRole, and should probably be added.
