    Description

      Affected resources: AdverseEvent, ChargeItem, CodeSystem, ConceptMap, Consent, Contract, ExpansionProfile, GuidanceResponse, MeasureReport, MessageDefinition, ResearchSubject, RiskAssessment, SupplyDelivery, TestReport, TestScript

      The identifier element should contain additional business identifiers, many of which may exist for a given resource. These resources already contain the id element (inherited from BaseResource) which is the unique logical identifier for the resource in the local system.

      The cardinality of this element should therefore be changed from '0..1' to '0..*'.

      Compare with Encounter or Organization, as well as many other resources not listed above.
