Existing WordingSHALL contain exactly one [1..1] value with @xsi:type="CD", where the code SHOULD be selected from CodeSystem NUBC UB-04 Present on Admission (POA) Indicator code set (urn:oid:2.16.840.1.113883.6.301.11) DYNAMIC (CONF:4444-29948).
Proposed WordingCurrently, there is no value set available in the Value Set Authority Center to represent the referenced NUBC UB-04 set of codes. Inclusion of such a value set and reference to the code system NUBC UB-04 will take considerable time for numerous reasons. Therefore, to enable reporting of measures with the requested code, this SHALL requirement should be relaxed to allow use of string (text). With that change an eCQM can indicate which presentOnAdmission (POA) code is desired by requesting the text "Y" (which corresponds to yes - is POA), "N" (which corresponds to no - not POA), "U" (which corresponds to uncertain if POA), "W" (which corresponds to insufficient information), or "1" (which corresponds to exempt - note that "1" is used specifically because some claim forms require an entry in the field and do not allow a blank). The change will represent an errata and it will allow use of POA indicators that can be addressed and reported in the long interim until a valid code system and value set can be available in the MAT.
