Comment entered based on issue reported by MITRE QRDA Schematron Error In CommunicationPerformed: If @negationInd="true" is present, SHALL contain one [1..1] entryRelationship such that it contains exactly one [1..1] Reason (V3) to state the reason for Communication Not Performed (CONF:4444-29591).   The assertion needs to be more specific (with regards to the typeCode=”RSON” ) since there can be 2 reason templates in a communication (one will have typeCode=”RSON” and the other will have typeCode=”REFR”).

Proposed Wording
