      Existing Wording

      Conformance statement 3284-1 (componentOf is 1..1 SHALL) overrides the basic CDA conformance statement 1198-9955 (componentOf is 0..1 MAY). In doing so, we preclude situations that may occur outside of the normal componentOf/encompassingEncounter structure. Some concepts critical to a case report (such as diagnoses) may be updated outside of the course of an encounter with the patient and should be allowed to send valid messages.

      Proposed Wording

      Remove the conformance statement 3284-1 and the underlying conformances within the componentOf. Allow pre-existing conformance statement 1198-9955 to remain as a way of indicating preference to receive encompassingEncounter details when available.
