We agree that having a high date on the encounter is wrong and we will modify constraint 21 to be "Should" and add a note indicating that if the patient has been discharged this "Shall" be here. And remove 403 as suggested. An updated schematron with these changes is available at GForge: http://gforge.hl7.org/gf/project/pher/scmsvn/?action=browse&path=%2F%2Acheckout%2A%2Ftrunk%2FPHCASERPT_eICR%2FCDAR2_IG_PHCASERPT_R2_STU1.1_2016DEC_XML_and_Supporting.zip A GForge account is required. Description

      Specification - Extended

HL7 CDA® R2 Implementation Guide: Public Health Case Report, Release 2: the Electronic Initial Case Report (eICR), Release 1, STU Release 1.1 - US Realm

      Document Description

extended per TSC Tracker 12574, extension TSC GF 15952, JIRA TSC-29, TSC-123

      Existing Wording

This effectiveTime SHALL contain exactly one [1..1] high (CONF:3284-21). Note: PatientEncounter.thruDateTime. This value is associated with the patient's departure (e.g. discharge). a. This high SHALL NOT contain [0..0] @nullFlavor (CONF:3284-403).

      Proposed Wording

Remove both conformance statements. Including these conformance statements precludes sending a message for an inpatient stay patient who has not yet been discharged. Especially for long term stay patients, it may be desirable to send messages before they have a high time on their encounter.
